The tablets would provide incarcerated individuals with free access to educational materials and make it easier for them to file grievances. JPay would make its money by charging incarcerated individuals for sending and receiving emails, and downloading music, movies and e-books. Incarcerated individuals already can send mail, listen to music and read books. So this is a technological change, not a new perk.
